Sustainable Tomorrow Energy Plan (STEP)

We offer energy savings programs and rebates to help our residential and business customers save energy and money, as well as reduce the overall demand for energy in our community.

In 2009, we launched our Save for Tomorrow Energy Plan (STEP) which challenged us to reduce our community's energy demand by 771 megawatts (MW) by 2020, roughly the equivalent of a large power plant. Thanks to our customers, we exceeded our original STEP goal one year ahead of time and under budget.

A study has shown STEP helped save our customers 6.3 terawatt-hours (TWh) of electricity, creating over $553 million in bill savings. In fact, in 2019, STEP saved our customers enough energy to power over 104,000 homes and provided 680 annual jobs.

Our award-winning energy efficiency and conservation programs received approval during 2022 for $350 million in funding over five years from our Board of Trustees and City Council. Sustainable Tomorrow Energy Plan (STEP) goals are 410 MW of demand reduction, 1% energy savings per year, 16,000 weatherized homes, and 1.85 million tons of avoided carbon over five years. We are designing STEP programs with an equity lens to help our customers use less energy and reduce emissions.
